Legally, they'd have no grounds, but when it comes to pissing off a customer, sometimes legal grounds are irrelevant. 

I asked their customer service and got this response "yes we can provide taxdelinquent information for Washington county in Oregon."

A good company with a knowledgeable customer service department can potentially save you a load of money and avoid IRS problems.

You need to protect the rights of all of your apartment complex customers.

It may be the local custom, and probably will be called for in most sales transactions/purchase agreements that involve a Realtor (mostly so they know you're serious), but they are not legally required. 

Are there any companies that provide turnkey solutions for out of state investors?

@Jon Holdman  I agree that the real solution is closing our borders, but that's not going to happen. 

The area has a lot of custom, older, and non track home type homes so the values you might get on appraisal range could drastically vary.

I fell like those sellers have a problem and I want to provide another solution, especially if they're in a short sale situation.The only problem that I can see with this is that they are currently listing with a realtor.
