Assistant Property Manager in a large complex is nice way to get your foot in .. leasing agent positions have been a stepping stone for some property managers but bigger steps.

Tenants with tenant-based assistance such as Section 8 vouchers are still covered by the eviction protection of the Rent Ordinance, and sometimes covered by the rent control of the Rent Ordinance.

Do you have a professional assisting you? 

I purchased a single family home 3 years ago for 48k I was able to get a "grant" that provided 15k used as down payment assistance.

A good experienced investment realtor should be able to assist you on this.
