The diameter of the holes varies 1/8, 1/4, and (sometimes) 1/2 inch. 

For the one they were there a year and had some minor paint damage / holes.

For instance if mice are coming into the house because of a hole in the wall that is the owner's responsibility but if they are coming in because of trash and garbage lying around the house then it's the tenants responsibility.

Essentially you have to cut a hole in the middle of the building to get light into both sides of a unit, the eletrical is undersized, the gas is undersized, the water and sewer is undersized.
