If you are going to be knee deep in the cash hole the first two years paying back the private lender in full I would provide them a strong equity position.

Florida requires 12% to be drainage.  

I own a rental that I had to do some interior work on; patch holes in the drywall, painted the inside, new roof, re-did the outside of the chimney, new carpet in three rooms, and bought a fridge and stove for it, among other smaller things. 2.

However a new home with a poured foundation, drainage, etc would be expected to be pretty dry.

You'll likely need to find someone who's offering additional services to make it worth their while and hope that they don't get distracted by the next investor with a stack of cash burning a hole in their pocket.As pointed out by a colleague, there is a LOT of inventory there. 

You've already been busted once so you need to work your way out of that hole.

We all know what we need to do in one way or the other but need filling some holes.

The size & location of the project can also initiate the need for additional drainage / water quality design & permitting.
