And the septic tank, which had to be replaced was positioned in the yard that all of the drainage ran under the back house (which was set on concrete block piers) and was stagnant underneath, preventing any of the inspectors from inspecting underneath.

The piers can be inserted through holes in the concrete and go deep enough to find stable ground.

An engineering plan may also be required for grading/drainage and elevation of foundation. 

Most old houses they dug a hole in the ground on virgin soil and never put any footings in.

If it's unwired it will literally take me under 2 minutes to drill two small holes in the wall, place the detector and then use my drill to screw in two screws to hold it up.

We are looking at a house that is behind a military base, after doing some search I see that noise is a big issue when living close to active training sites, we also came across what looks like 2 bullet holes in the back window that faces directly behind the base.

The simplest kind to install is the mechanical spring-wound kind; it has two terminals, just like a regular toggle switch, and it fits the same mounting holes as a regular toggle switch.  

But used to be a recess light the hole  almost 7 inches oval and is bigger than the lamp bracket.

And bullet holes were in the front door and side of house.
