At this time if the year, an applicant ready to move in less than 2 weeks would get my spidey senses tingling - I would EXPECT to find some issue that would make them undesirable and get declined.

Additionally, the tenant never provided a moratorium notice to the landlord which was a requirement to exempt from eviction. the Tenant was also deemed ineligible for rental payment assistance by the state gov because it was clear they "simply didn't feel like paying rent". or at least that's what the city official put verbatim in their report for declining the request.
