While there are plenty that allow long-term rentals, there's only two that I know of in the Portland Metro area that allow for short-term rentals and they're both out north near Scappoose. 

Anything with 40 miles of that.

The property borders Southfield (8-mile and Evergreen), property is around $45k (0subject to negotiation) and may require some renovations.

As long the house isn't on the north side you will be do well.

I am also located in Michigan about 45 minutes north of Detroit!

I've looked on the NE end, north of 30th st but they seem to get pricey for a nicer area.

Appraiser will be looking for sales within 1/2 of the mile radius, same property type and 6 months back.
