I'm walking through a for sale by owner income property in the near future - is it appropriate to have a casual conversation with the owner about if they are firm on price or does it really need to be done with a written offer?

If the repairs could be completed for under 15K I think there is a good potential for profit flipping the property and a great return holding the property.Anyone want to look at the order to repair list and let me know how ugly this may be before I dig deeper?
