If you're replacing windows, you don't need a permit but if you're putting holes in walls for new windows/doors etc., you need a permit.

The Jan 22 notice gave you a heads up that they were going to leave so although the date was wrong they gave you an opportunity to start looking for a replacement tenant.15 days from the Feb 21 notice would take you to Mar 8.
