Travis:We provided the engineering report (which was stamped by a Texas registered engineer, the stamp carries a lot of weight) to the buyer to give them comfort that the foundation problem, while observed in some visual evidence of settling through wall cracks at corners ect., was not severe and could be dealt with one pier.

I've built-in my PM's new lease fee every year (assuming I have a new tenant every year) and it averages out to about 16%, I don't cut corners when it comes to estimates because it never hurts to over-budget, the reserve funds are still yours at the end of every month and you didn't incur any extra expense.

Kitty corner to this duplex is a double lot that has 8 units (4 units per lot) that was done prior to as severe parking regulations (my family owns the unit right next to this 8-plex and directly actross from the duplex).

Personally, I like to ensure that I do what's required by the jurisdiction, as cutting corners can cost both in terms of time (when I get a stop work order) and liability (something bad happens in a house I rehabbed and it turns out I cut corners or broke rules).Now, as for hiring uninsured contractors, I suggest only doing this when you have your own insurance to cover the workers (liability and workers comp) or when you're willing to risk a lawsuit.
