I could imagine large scale abuses of this, if it was allowed.You and I would not buy in rent control areas, but why are you trying to undercut those that are following the rules and side with someone that is trying to break them.

The exception may be if you personally witnessed an abusive event ... and then it would probably have to be physical abuse before most authorities would take any action (policy forces and the judicial system are just starting to understand other forms of abuse {emotional, financial, etc} ).

It would have been cheaper to buy him a bus ticket to the town of his choice, give him some cash for his vacation and bid him farewell....although from the sounds of it, this guy would have preferred to continue on right where he was...there is often no way to reason with mental illness, drugs or just plain stupidity.

I also have a tenant abuse clause in my leases that holds the tenant liable for the full cost of repairs or damage due to tenant abuse.
