You appear to be taking what your markets are offering.  

Use the filters on your favorite real estate web search and you will see what he means. 

The property appears to be turn-key with little money needing to be invested initially.

Matt, I haven't been to this group personally, but it looks like the South Shore REIA is still active and has an upcoming meeting in Wareham April 5th.I have personally been to and can recommend both the Black Diamond REI and RI Real Estate Investment Group but they are a bit farther afield than the areas you mentioned - I think the Wareham group is probably closest based on a quick web search.Good luck and I hope you make some good connections whichever group(s) you attend!

Sometimes I'll see a foreclosure or other distressed property for $75-80k, although they appear to need major work.

With that being said, it appears he started investing in 2015 which was a drastically different playing field in Nashville than 2013 and 2014.

Sometimes assessed value is way below the actual value which appears to be the case here.
