If they collect 300, they could recover that 25 months, depending on efficiency, they might raise that in 5-6 years even without raising fees. 2550 rent on a 200k house on a hot market is a no brainer, sure hope there is appreciation.

I don't see any requirement in the application about maintaining the property as low-income, but there is a requirement that "the owner or the owner's agent shall not raise the rent of the unit or evict the unit's resident because of the increased value of the unit due solely to weatherization measures..."

Figure that cost in and get a clearance test from a reputable mold testing company before selling. 

I also have relatives in the Greensboro,NC and Philadelphia region (born and raised) and have been seriously considering trying to jump into the market there as well.
