Usually complainers like to complain though and not move so they will likely just continue paying and complaining until they realize that their complaints fall on deaf ears.

San Antonio was getting expensive until they made an outer ring surround a nucleus and it looks like it might do another round of it, that leveled it out and made everything good again. 

I find a large part of society will close their ears to anything that upsets their current view of reality.

The problem isn't so much getting the phone to ring, as much as it is getting offers accepted.
