All of this takes effort and is on going.

It's easy to obtain, costs very little, and doesn't require additional, on-going effort to maintain.

Than there is ongoing public funding that happens.

I think it can be tied to performance but they prefer to be paid on monthly fee since it will require their time ongoing.
