There are some good low risk areas in the city with steady property values and good rental rates - take on something that needs mainly cosmetic and finish upgrades to avoid getting in too far over your head on your first property.There is no magic answer on what work to do yourself versus hire out.

If you're paying $3/sf for materials and another $2/sf for installation, you can get site-finished hardwood for about the same price ($5-6/sf), and it will be a whole lot nicer (and last much longer).Just a thought...
