If you could find out the contact at the servicing bank, and get an "authorization to release information" signed by the seller, you might be able to talk to them directly and find out what's going on.

If you're interested in Sec 8, I suggest you go to the Public Housing Authority or Sec. 8 Adminstrator (a local non-profit organization) and first inquire about the program.Your properties will need to meet HUD guidlines and you'll need to know what those are before buying or rehabbing a property.
