Does your moms house have a big enough lot to expand out instead of up?

You are correct, if the home has been moved more than from the factory to the site or the dealers lot to the site, then all conventional and government financing is now not available for those properties. 

I tell PotentIal tenants it’s usually quiet unless of coarse a gun goes off In a drIve by or the police are arresting someone with their sirens on .i also tell them it’s just a short walk down down the lItter lIned street to our frIendly liquor store and there’s a charmIng little ma and pa corner store that sells cigarettes ,rolling papers, and lotto tickets - all the essentials.

The village has done a lot to improve itself and attract new businesses and development over the past few years, which is translating nicely into property value appreciation.

There's a lot to unpack in that data but as a general start for your thinking...I think you're on a good track to dump the underperforming rental and 1031 if you can exchange it into more properties like your other 2 properties.  

Most people don't want to move because they know they'll have to pay the security deposit + rent, and that's a lot to low income tenants--- make it an easy transition!

Leasing 2000 sf spaces does not pay a lot to a leasing agent.
