In order to keep your property in rentable condition you might have to 1) roof the house 2) add a porch if water is rotting the front door facings 3) change out a furnace 4) add laundry hookups 5) remodel an entire apartment or house especially if a tenant has been there many years.

I have had them run gas and water line extensions to connect, and it's usually easy to get a $500-$1000 up front "decorating" incentive from them to organize and spiff up the area you plan to install (by signing a 5 or 10 year contract).

That says that if you over-improve beyond the value of the homes that are surrounding you, then those lower value homes will tend to keep the value of your home in the lower price ranges.
