We found another deal that we liked and submitted an offer that made sense with the numbers. 

Did you submit enough docs from both applicants?

My experience so far is that there is not a ton of inventory (9 currently listed) and when I submit offers either the banks are not answering or they are only coming off their asking price by a max of $2000.

Another thing you might consider is getting a loan letter to help you with the owner when you submit an offer.  

I read some of the post.. on delays.. possibly the same here..The city permit dept said the turnaround time is around 6-7 days once the plans are submitted and everything is in order..will see how it goes.

Hello BP - I saw a nice 10 unit complex come on the market that I was going to submit an offer on.  

So we found where he lives and submitted the papers.

The bid was submitted under my name so the title will have to be in my name during closing.  

There is a difference, and that will make a difference in who you submit the offer to.
