That's a document that says the contractor accepts full payment and releases any liens that have been or might be filed against the property.

Still, nothing from the other guy yet but I think after I get everything done with the electrician, he will find a reason to make me play around with city permit again.I am wondering, can I file a complaint back to the electrician for all the work he had done to my house?

Verification:Rental of Other Property Not Securing the VA Loan Obtain the following: documentation of cash reserves totaling at least 3 months mortgage payments (principal, interest, taxes, and insurance - PITI), and individual income tax returns, signed and dated, plus all applicable schedules for the previous 2 years, which show rental income generated by the property.
