Once you have that you can qualify for a low money down loan and buy a double. 

Loan Qualification:Rental income from one unit can strengthened myr loan qualification when applying for a mortgage.

The reality is the opposite - if it's not in writing then the PMC doesn't have to provide the service or can charge extra for it!
