Here in Wisconsin it it standard to do a "well water and septic" test during any real estate transaction.

(If you are at last resort, try a test in a closet or some small inconspicuous area first!) 

The current tenant pays $750 and the rental comps support it raising to $850-$900, along with the section 8 pricing actually being $1030 a month.  

Since I was in Texas and planned on staying there I found out that I was qualified to take a broker test so I did and got a license.

There is no real way you can raise the value of this property.

I understand that this should generally get passed on to the tenant via annual rent raises, but there are other implications of doing so that could add insult to injury.
