To get more to your point, I think most appraisers attempt to meet the objective of parties involved, even though they may be independent of both of them.

See if the city will let you either piggyback the ADU off your existing home with your existing meter or, if they object, upsize your meter or change to commercial status, whatever exists with your utility.
