I've had graduate students in that house for 2 years before him with colder winters and never had this issue before.So do you have specific language in the lease or in a separate document outlining what steps to take to keep the pipes from freezing?

I then hired a new boutique PM who brought the price back up and had it rented out to fantastic tenants in less than 2 weeks during the winter months which was one of the worst times to get renters here in the Midwest. 

I'd like to have my new home by winter 2022 (9-10 months) is this realistic?

It might be nice to have the option of a warm climate in winters in the future too.  

Is this their first winter they are living in the house? 

If you need to protect the house and cut costs, you can hire a licensed, insured plumber to winterize it.Maybe you already know this, but it took me about 10 minutes to even find it listed for rent.
