I know legally I can evict, take him to small claims for past rent, late fees, and damages to the property.

Sorry, I have been tied up a lot lately. 

It's never too late to restructure.

The lease is due to terminate in the beginning of March, however, what are my options now that they haven't paid the water bill for the last quarter and are running late on rent payment?

So don't be late or it will reset.

However, if I were to convert my other units I would probably wait until late summer because I'm assuming our summer months will generate less than our long-term rents.

But others do it before work, after work and during lunch (early and late lunches too) and maybe around some half days at work.
