They get paid for the work after the work is done.For smaller contractors, I buy materials and have them delivered to the job site.For larger jobs, (like building a house) the contractor gets draws, but even then, I always worry that as soon as they get paid for the third they just finished, I will never see them again.

The issue you'll run into with 3 lots is even if they are finished and permit ready, unless this is a spectacular location, no national builder will touch it because there aren't enough lots and a local builder will likely want to defer your money until the house sells.Buy it at 2k per lot and expect to hold unless you're going to build.
