The fence being on your property is probably going to be considered "hostile" since it deprives you of use of a portion of your property.I suggest you find an attorney familiar with this type of situation, and have the attorney write the owner next door a letter regarding solutions.

But if you're looking to determine what market rent is... look around at other properties that are for rent and similar to yours, hire a professional management company that is familiar with the market that can give you an accurate rent number, or talk to a Realtor that specializes in rentals.
