I recommend finding a market that has the following: good employment trends (it should beat the national  unemployment rate)job diversity (no one industry makes up more than 40% of the economy - the lower the % the better) good supply and demand - check out the availability of homes compared to the # of people looking (it's called the Absorption rate) a good team that is experienced and you trust (probably the most important because the money is in the execution of the biz plan, not creating the biz plan) 

I buy the bulk of my supplies from 2 businesses with that city.

Wholesalers sometimes have a 'buyers list' so when they get a house they email out to their buyers and hope they get one or several offers.

If they want to contest the charges, I usually provide them with a copy of the video/pictures (by email or YouTube link) and a letter detailing how they can submit a written request for review.

That way, you won't be running one on every applicant, just the finalists.I wouldn't trust a tenant-supplied report.  

If the economy is solid perhaps the supply and demand fundamentals come into play strongest.
