Can my agent join the 2nd appraisal and submit 1st appraisal report to the new appraiser?

They meet as a loan committee after the paperwork was submitted and it was just a yes or no.  

A lot depends on the estimator's experience, the labor rates for a specific geographic area, variances in materials costs, etc.For example: when I had plumbers submit bids for re-piping one of my rentals in So Calif, I received estimates that ranged from $10K all the way up to $22K.  

I ended up submitting the winning bid, but mistakenly I didn't know it was a cash offer instead of conventional financing. 

I do believe you can submit an offer with certain contingencies (giving you space to back out if your numbers don't work).

I've submitted an LOI for an MHP a few hours away from where I live in a great city, with high incomes, housing values, and retail stores.  

On the top of the form it says that the application must be submitted 60 days before the course is to be conducted...but a few lines down it says to attach the final exam and answer key.

Are you saying that you submitted the higher price when going for the mortgage?

Or if you really want to be snazzy, hook up with a local investor and inquire about how he submits his offers.
