I highly recommend you have a consultation with an attorney that specializes in tenant/landlord law in your state/city.

It DOES NOT mean you can't do it, it just means there are now special provisions, both those specified by Dodd-Frank and those left to individual states to figure out. 

During that inspection period (not a weasel clause, this is standard in Texas with a small option fee), I have a contractor and/or other experts (if I suspect foundation or other special issues) fully evaluate the property.

You should probably get a local referral or two to someone who specializes in foundation repair, then get them to inspect the property and give you a quote (and you'll get some education as well!)
