The fee doesn’t benefit the HOA but is pocketed by the PM.

I do know the benefits of them when I do have multiple properties under my belt. 

You get the benefit of having the work completed in a timely fashion, and not have to pay for work not done.Assign payment penalties to the phases... as they are smaller, the contractor can focus on that phase, complete it, get paid, then move to the next one.

It is a good lesson on the benefits of creative thinking.  

So I ask the BP community to help us out in this dilemma.If you could go back in time what would you have done differently with the choices you made after graduating from high school and if you went to college what would you of majored in or what classes would you have taken that would of benefited you now as a real estate investor? 

If your relatives land is zoned exactly the same and has the same site benefits and is the same size lot then your conclusion might be good.

If you haven't already, I would recommend reading the Mobile Home University Due Diligence Manual - this makes visible all the risks and benefits of MHP purchases.  

I have already  learned much more than I could have if I would have spent the cost of pro somewhere else, and I have barely used any of the pot benefits yet.
