I'm hoping someone here would be able to clarify the real difference between the two. the type of info and list I'm trying to comprise is homes that are delinquent on taxes or any other type of liens and just look up overall extensive property history.

The only things I have found really useful and you may need when the hardware store isn't open are locks, a tarp/plastic sheeting , an extension cord , and an electric heater.
