I have a question regarding the zoning in this description and want to make sure I can rent out the other half with no legality issues or some "rule" I was unaware of. 

I agree with Eliott, I would figure out how to go 50-50 but have CLEAR job descriptions so no one oversteps. 

Based on the description alone, it seems that the VA Rehab Loan would help make your offer more competitive, as minor flaws would not result in the deal falling through, right?
