This thought stayed with me for a while until I started to think that maybe buying a cheap foreclosure at the city foreclosure auction, paying for a rehabilitation and renting out this single family home would be better.

Some auction.com deals do say "occupied" but they property has actually been vacated after foreclosure.

You do not want to subject yourself to penalties and foreclosure.

I was reading recently that foreclosure auctions weren't that big anymore because banks are more willing to work with borrowers instead of foreclosing.  

If he's underwater, move on, he's stuck and sounds like a walk-off, might get it from the foreclosure sale or as ORE/REO later on. :)

How do I get absentee owner lists, pre-foreclosure lists, or any type of list to start direct mailing?

I have a foreclosure list, as well as I go to lots of meetups.

But the agent did say they did a lot of work fixing up all around the homes foundation and went into foreclosure before fixing a part of the back of the house.
