But, I agree that there is not enough chasing away or direct questioning of people who post questionable stuff, and I think it is easier to be just plain old mean from behind the safety of anonymity. 

Local banks would be your next bet if you want something competitive but you would run into the same issues with loan value.

I agree with @Marc Delgado: Hiring a US CPA will be much more safety even its cost is a little bit higher than other places however

It would even help with liability issues since you can show proof you emailed the literature to the tenant.

Basement seems odd and as John said above, is humid and may cause a mold issue.2 - Why would you not want it on in the winter? 

Of course, this assumes you're keeping track of everything religiously, as it would be hard to reconcile such records and ensure completeness.Otherwise, look into hiring a bookkeeper/accountant/CPA who can provide this as a service for you and can help advise you proactively, so you can prevent issues rather than remedying them after the fact.

Never had an issue in the past with a tenant of 10+ years but they recently moved out and we are trying to figure out the best way to add something in the lease just in case someone goes nuts with utilities(tries mining crypto or something that would run up the bill a crazy amount).

Were there any unexpected issues?
