I can't tell you how many investors call me asking to compare or analyze a duplex and when I show them new construction and existing inventory no deal can ever touch it.

If so, buy some crack shacks with tenants in place like I just did in the last two months for 25k a pop and call it good. lol

Its a tough call in some resort destinations. 

If it looks vacant, then call the utility companies and see if they have service, ask about the process to switch it to your name 'once you close' and ask if there are past due bills that will transfer to the new owner.
