Is there any legal issue I would run into if I only kept scanned copies of leases electronically, or better yet, only had completely electronically generated and signed documents like real estate agents use?

Also if you're not doing a 1031 exchange your mom could partner on a deal with an experienced  commercial/multi family operator.

Now they have operations here in Detroit.

The park price is already reflects the increased operational efficiencies, raised rents, and in-fill that have yet to be done.

The return on investment you can generate with the remaining balance will be taxable.  

Just because a place pencils out on paper doesn't mean it works if the tenants don't pay and you have to go through evictions.Go to your local REIA to see who operates in the area.
