It depends on what stage of the foreclosure process the property is in. 

On the podcasts they often mention pre-foreclosures, people who are behind in taxes, people with by-law violations ect. 

I lived there during the 70's and 80's when oil got hit bad and there were tremendous amounts of foreclosures.

Sounds like a straight up foreclosure.
