I have a condo in Los Angeles that I plan to do a 1031 Exchange within the next year.

Looking for some less expensive areas that may not see a ton of equity growth, but should get a few hundred plus in cash flow each month.

We've been paying our cleaners time & a half to work on major holidays so I'm looking to find a solution that is less expensive and more accommodating to our team.Does anyone have a scalable solution to prevent guests from checking in & out on holidays?

Very dependent on your local municipality and what they have planned for your area.

If you  do plan on moving into the quad you should identify what unit you desire - maybe based on the rent amount or the tenant behaviors, etc.. 

Things you want to consider would be what your long-term plans are with this property.

Pick your plan, look into the Kansas City area, use market comparisons, check your money power, look into loan options, put together a team, check cash flow, ROI, and Cap Rate, and make your bid after careful checks and talks.

Of course nothing goes exactly as planned; in one such deal the borrower was having trouble making payments and had an offer to sell which required me to carry back a second mortgage.  

So, even if 1 property has excessive expenses in a given year the other properties carry it.
