Probably a combination of issues; perhaps "fishing in the wrong pond" for subs, a few miscommunications with a quote from a sub based on a description as opposed to an actual inspection,  from an owner that, not being an AC person may miss relevant issues, are these new or used units, did the handler "fit" into the enclosure, etc.  

I'm not concerned with the apartments not being separate (as they fit the description of a multi-family), I'm more concerned of the zoning laws in that part of town.We are converting from oil to natural gas and had an inspector come in to sign off on the install of the gas heaters in order to get 2 meters from the gas company to have heat/hot water.

Or you could go the FHA loan thats 3.5% down. that you can choose multifamily in as well. then you could Househack either one and possibly zero yourself out. i think in the zero or low money down book Brandon has there are better descriptions of these programs. i looked at it in my library.

When they list the properties, the listing description will state that they are being sold as a package.

This is a brief description. 

They would copy your photos, description, and even NAME and put it on the market a couple of hundred bucks under your amount.

Always try to find the most detail oriented descriptive inspector you can to absolutely tear apart a property. 

Multiple cities have 1st/2nd/3rd/etc streets so pay attention to the legal description and full addresses.
