In other words, two propertys side by side, one with a new roof, the other with a roof 7 years old are the same value.He said my custom wood countertop was nice but added no value.

I personally want to have a (good quality) laminated wood flooring over carpet but have heard horror stories of tenants flooding the home (mine is a slab) and super expensive to then replace the floors/baseboards.

Well recieve the full report tommorow, but the major issues found were- water puddles in yard-waterproofing/basement company needed- patch work plus shingle job on roof (we have a family member to do the roof at a good price) - water and some mold in crawl space and some rotted wood on foundation - foundation issues: put on wood instead of cement He gave us a rough estimate of about 25-30k.

The hardwood floors in the BR's, hall and LR were refinished but show plenty of staining in the wood.  

I am thinking about purchasing a foreclosed three unit which was remodeled in the 1980's with wood paneling everywhere.  

You MUST address health and safety issues and "of necessity" type work, like rotted wood members, and failed systems like your boiler room equipment.
