Government should have built their own many many affordable housing, never sell it to anybody, keep it for the government themselves forever, apply the rent control rules to their own affordable housing built and belonged to the government.

It all depends how you look, if you make it look like you belong there, no problem, if you look like a looter looking for copper, then the neighbors will call the cops.

They're well versed in landlord/tenant law and know all the judges presiding over such matters which can help accelerate the process...which can be long depending on the state where the property is located. 

It may work out that C's 50% rightfully belongs to D, E and F and/or their heirs via the laws of intestate succession, but even that will take some legwork to sort out and document and until resolved this one is in a holding pattern.

I just thought of one more item that is important to mention is that if the person abandons the house and has belongs (stuff) in the house you need to find out what the law is in your area of how long you must keep those items in storage before you can discard.
