A water heater had been leaking in a SFR we own and the wood stand it was on and the drywall behind the water heater had mold an area about the size of the water heater, so not too major.

There are burn marks in the hardwood flooring and the wood steps.

But, the legislation specifies "soft-story" apartment buildings, like the one below, where part of the first level is basically a covered parking area propped up by wood.

If it's a standard 4/12 (nearly nonexistent) pitch shingle roof, it's either covered over or shingles stripped down to wood sheathing and covered with ribbed metal roofing.
