My guess is the buyers' realtors aren't checking if their people are preapproved. 

I am wanting to sell all my stocks and just take the cash since I don't want to drain the majority of my savings/checking purchasing real estate and have most of my money in stocks.

If you're planning to buy and hold, then you'll have to check with the city and/or county to see what restrictions (if any) exist for that piece of land.

If you're trying to project how much a bank will value your RV park for a refinance out of the construction loan to develop it, what should you take into account?

I found a really good duplex that checks all the boxes and its at a great price only 120k, the other side is already rented out for 650 a month.

That is something I was thinking of just calling the two garbage companies in the area to see if there's an active account for that address.
