QCDs are often used to perfect transfers involving questionable ownership, for example if the rights of ex-spouses, estranged children or sibling heirs are in question, title companies and their underwriters often ask for QCDs from these parties to perfect and guarantee the quality of a transfer.

One of the answers is the exchange rates between the dollar and other currencies making the US more attractive to foriegn investment-- they're drawn to property that they can essentially get a 50% discount on even at full market price.Second is along these lines- but it's the democratization of much of the world and with it the unique opportunity to buy property that in places around the world where a new political liberalization & stabilization is resulting in economic opportunity and growth.

Or if you plan on holding/renting it and what it would rent for.....basically what your plan is for the property and what other numbers are involved besides just offering $100k below asking price because of the amount of repairs you "guess" it needs.
