Unless there's evidence of landlord neglect, this would be a tenant responsibility. burnout lights are a tenant responsibility unless there's an electrical issue, at which point she should have reported it to you.I think it's 100% the Tenant's responsibility.

Then call the police or drug task force, supply them with evidence, and let them do what they do.In our leases, any type of illegal drug activity is cause for eviction, based on a preponderance of the evidence, and we have successfully evicted non-conforming tenants.Good luck.
