Unless there's evidence of landlord neglect, this would be a tenant responsibility. burnout lights are a tenant responsibility unless there's an electrical issue, at which point she should have reported it to you.I think it's 100% the Tenant's responsibility.

A landlord is entitled to ask for a description of the proposed modifications, proof that they will be done in a workman-like manner, and evidence that you are obtaining any necessary building permits.
