On the flip side, I have a notable amount of experience in the field. 

I've been an Air Traffic Controller for 6 years, which is funny because I recently heard someone on the podcast mention that they were considering going in to this field before they got in to real estate.  

If we go this route, there will be a $400 assessment per property in the HOA.Does anyone have any knowledge in this field?

From the visual, it appears to be an REO (field service notice in window) and it appears that maybe a DIY rehab/addition based on the missing outlet at 6' on the far wall?
