Credits to the sale price in connection with rents causes financing issues, the fair market  rent will be determined in the future (rents can be higher) and lenders will only credit amounts  paid in excess of FMR which can lower the equity granted to meet the required LTV, actual agreed credits can be adjusted at settlement but not at loan application.

I have heard this same story for going on 25 years.. and its why I have never bought rentals there. and never would personally... taxing authority is just so tough.
