To further the comment by James Vermillion, working with a wide range for ARV is dangerous, it is too tempting to look at the upper part of the range and talk yourself into a bad deal.I can't tell you how many times I have disappointed myself when starting with what I initially thought was a good deal, only to find that after running the numbers it didn't work.

But unless you look at specific properties that you know he bought that are junk (small 2 foot wide parcels, odd shaped landlocked parcels, etc.) to see if he paid the taxes this year, then you won't know for a few years until you see if they pop up at future deed auction.If the counties find that the "super bidders" do not pay taxes on the junk parcels, then they may reconsider the bulk purchase option.
